How are these type of pleats made?

I want to make a skirt with these type of pleats, but I can't find how these are done.
does the fabric come like this?
or is it hand made?
if you know how to do this please help me!

Im pretty sure the fabric is made this way. You should be able to find it any fabric store. pleats like that are possible to make-but they dont stay pleated the whole way down. if you were to sew them pleated at the top, they would gradually disappear toward the bottom of the skirt.
